in reguards to this quest, is there another version somewhere for characters that are from Djel and already speak fluent Djelian, like if a person from Djel wants to learn morporkian or agatean?

CWC and AM have schools but as far as I know the quest is not available in them.
Don't forget that the quest was introduced before the option to start in other than AM was available.

If you are djelian and want to learn morporkian, you learn it at the KLK Embassy. That is on Widdershins Broadway I think? Very near the post office

Is there a language school in AM? Unless it's changed yes. In little Agatea (Whopping Street). It's the only way to get started in Agatean isn't it, for a Morporkian anyway? I seem to think the Ephebe Embassy had one as well ? or is that the other way round ? It's no less a school if I'm right. What about the Genuan Embassy, has it got a school?

For a Morporkian you can learn agatean at the Institute in CWC.
As for the ephebian embassy... you can't really learn that as a language can you? at least not yet eh
As for genua, everyone from there speaks morporkian by default.

I saw an npc speaking ephebian. Theres the Language Institute in Bes Pelargic, that teaches Uberwaldean and djelian and morporkian and agatean, and possibly some others, but only if you can already speak agatean a bit.

Well i go to the school and i say the thing the teacher says sap-ghot nut-nit-pran-ghot bibh bibh-rhat-khin and i get no further. I seem to say this lots and lots. Is this normal? do i need to say "repeat after me : sap-ghot nut-nit-pran-ghot bibh bibh-rhat-khin" I've spent hours in this teaching room, and never seem to finish a lesson. Why?

You have to repeat the sentence in exactly the same way you get it, including full stops and other punctuation. I noticed your line didn't have a full stop, did you miss this out? You need to speak in the language you use to communicate with your teacher, rather than the language you are trying to learn. You will need to have a minimum level in the language you are speaking, or the teacher will not understand you.
Hope something here helps.
Jim.
