I had about 180 bonus in fa.ri.of.ta I don't know if you actually need that much, but I do still fail quite alot, and other times the target I'm fearing realises it and attacks me. Make sure you have a priest/ess with you who can perform calm, so that if it goes wrong you can go upstairs and have the priestess calm/heal the shopkeeper so you can try again. Also a warrior to block the up entrance from the shopkeeper is useful. Just make sure you prayed recently, and that you're in a good alignment(ie not just on the edge).

Just so you know, Klatchian Hots no longer has a fear effect from the smoke. I have no idea how a magic user is going to do this quest now, since they can't use fear rods.

Perhaps Sorsalsean's Seismic Eruption?

Okay, so that's for Witches. Sounds like SSS might be a probability for Wizards. Now I just need to be able to cast it ...
If only the keeper was Agatean. A simple KOF would work then!

It's been a while since I was on the t-shop but I thought the shopkeepers nationality changed when he landed. Or maybe that was just the prices?

SSE doesn't get you the quest. I've just tried it and though the shopkeeper did leave the shop and I rode it until it crashed ... no quest.

The nationanilty of the shop changes (prices, sign languages, etc), and even the language that the keeper speaks changes, but I'm not sure if his actual nationality changes so much as to make him run when you do offensive magic towards him.
That's weird ... if you cause him to run from the shop, it should crash and give you the quest ... that's what the whole quest is about. Hmm.

It is bizzare. I'm not sure what to try next.

It's always possible there was some kind of bug and you could try it again.
By the way, does the klatchian hots pizza not make npcs run away anymore? Or just the shopkeeper? Or does he still run, but it doesn't work for the quest? If SSE(SSS?) makes the shopkeeper run away, but you don't get the quest, I'd write a nice little bug rep.

I think the quest has been broken for some time.
The way it used to work, anything that feared him out of the shop could be used.
You had to fear him out of the shop, then ride it until it crashed.
However, I've been trying to get this quest for ages and just about given up. I hear other people have too - Sined said some time ago that it's the only quest he doesn't have, says he's used both mmm and sse to get the shopkeeper out of the shop, and tried several times but not got the quest.

The pizza doesn't make the shopkeeper run away at all any more. I'm not sure about other NPCs. The quest isn't completely bugged, as pupcollecter said before that she got it using the bees spell. How other guilds are meant to do it is beyond me, though, and possibly that's the broken part.

A pishe could try stasis to see if the shopkeeper is affected, but perhaps it's like the MMM spell. A wizard could try the weather spell and freezing the shopkeeper to death.

Thing about SSE is that the shopkeeper gets forced out by the quake rather than because he's scared.

Well... I've learnt that the hard way... But is there any way a Wizard can make this quest? We have no 'frightening' spell I know of, you say the pizza doesn't work either... We've got to learn priestie things then?
