Apprentice Campanologist, in which you in which you made the bells ring out over the city, is a level 3 quest.
alright, this is one of the brand new quests. first, you must go to the new bell tower on Five Ways. when you first get inside you can 'look rope'. then 'climb rope', go northeast and you'll see Norman Hugo. after some questioning he'll say the bell is rusted and Dibbler makes some 'stuff' to repair it. go the to house on God Street with the secret room in the fireplace, get the tin of C.M.O.T Dibbler's cream of guaranteed rust removal (TM). go back to Norman, 'repair bell with tin', then 'ring bell'

oh, also, i just found this out, but when you ring the bell Norman loses his balance and falls to his death so you won't be able to do it if someone has just done it

Do you need any skills to climb the rope?
Also I have already done the Handyman quest (with the rust remover) and I can't seem to find another tin - the room has been empty each time I've gone back. Am I just unlucky, or have I used my rust-remover quota?

Yeah, you do need some rope climbing skills, also, i think you need some balance to walk around when you get up there. You can get the tin whenever you want, as long as it has spawned.

I have level 28 rope and bonus of 116 and balancing i have level 25 and a bonus of 115. You need more than this because I keep getting this happening:-
climb rope After considering the rope, you tug on it warily. Finding it solid, you shimmy up the rope, to the beam. This beam is blackened and wide. The wood it was made from so many years before has darkened and hardened with age. Along the beam a little, several large bells hang. Luckily, the beam seems lacking in rot. Below, a broken staircase leads halfway to the floor and a rope dangles from a broken stair. There is one obvious exit: northeast. > Your feet slip on the mould. Unfortunately, you're attached to them, and follow them off of the beam. This is the shadowy interior of the bell tower, where eaves arch overhead. Bats have made a home in the arches and the amount of cobwebs suggest that spiders might also have been in residence at some point. Some broken stairs lead upwards towards the huge metal bells which, amazingly, still hang from the ceiling, despite the relocation abilities of the locals. There are three obvious exits: south, northeast and northwest. Following your feet leads you to the floor, hard. I've manage to complete the quest with ot.cu.an level 31 and a bonus of 136 ot.pe 71 and 201 bonus

Finished the quest with a 180 bonus in caligraphy (text was described as "simple"). The paper you give has to: 1)Be neat and 2)Contain only the text One/Two/Three etc. So if Ichi asks for his name, you write "One" (no quotes) on the paper and give it to him. I was able to produce "simple" caligraphy at with a 171 bonus, but it was random.
