I have been trying to figure out what all the dials and switches are for, and if it is possible to find the instructions for them by what igor tells you. Also, how do you charge the machine?

I'm still working on this one.
Here's what I've got so far. You'll need the copper stick from Mad Stoat, I think. From the rodent quest. Some sort of metal stick, anyway. After talking with Igor, go back out to the entrance of the tower. 'climb up' twice (needs about decent ot.mo.cl.rock bonus), then 'climb rope' (needs about a 150 bonus in ot.mo.cl.rope, minimum). Go south, then 'climb up' once more - this one needs at least a 190 bonus in ot.mo.cl.rock. Be prepared to fall a lot. Which is painful.
Once on the top, go to the very center. It's a platform with a flagpole. "look wire" (or lead). Hold the stick. "grasp pole" and then "touch wire with stick".
That's as far as I've gotten. Apparently it requires you to do this in a thunderstorm, or to otherwise call down lightning. And I'm not sure what THAT'll do to you.
Once you do this, though, I think the machine will be charged up, so get back down to the basement and start twisting dials and flipping switches. If it's like that quest in the Alchemist's Guild, it'll be rather random.
If I ever complete this, I'll try to post my results.

Yeah, it looks like this needs to be done in a storm, there are funnels which also need to be filled with rain water. I'm pretty sure climbing the hole uses ot.ac.balance, not ot.mo.cl.rock I've seen a lot of assassins with guild max rock climbing fall off the roof.
The Igor mentions a manual a couple of times, I'd think you would need to find that, otherwise there is far too much randomness.

To climb up the tower itself you'll need fairly decent ot.mo.cl.rock. I can do it at a bonus of 250, but that's probably overkill.
The rope near the top appears to require a rope bonus of 180 or so. It might be possible in the 170s, but it definitely wasn't possible when my bonus was in the high 160s.
STAYING on top is probably ot.ac.balancing. I haven't managed to do that yet, but my balancing bonus is pretty low. Falling off did 1200 HP damage.

Failed attempt 1 (and only 1 probably) at Electrickally Marstered. Snipped out a lot of useless stuff:

Igor says: Nono. Thish ish shweet and shlimy with a noshe of fluff. Not how I like my coffee at all.
Also the lightning zap when it hit made me lose 900 HP instantly, and simultaneously caused me to slip off the roof, which then lost me a further 1090 HP and broke one of my legs, leaving me with a now broken leg and a very close 2 HP remaining. I'd fallen off the tower a couple of times before and it'd done up to 1400 HP damage, so I'd say that there's a good chance of death every time you make the lightning zap if you have less than say, 2,500 HP. Also note that after pushing the button in the cellar, the lightning stops very quickly but the heavy clouds remain and the button can't be switched for a good 30-45+ minutes after, so the best bet is to get to the roof first, and have somebody else push the button for you when you are in place, ready to make the move.
Oh and the guide from five-ways should be climb up, climb up, climb rope, south, climb up, north. You're now at the flag. The guide doesn't mention that final north to reach the flak pole.
I'm not going to make a 2nd attempt at this without more base HP's. The fact there are 17 switches each with an on-off setting, and I can't seem to find any way to find out what sort of flavour Igor wants or what the switches do/affect... and you only get 1 attempt per lightning charge meaning I'd have to go through the whole lightning-zap-half kill yourself maybe break a leg thing with each and every attempt... I'd say not to bother with this quest without some guarantee on the combination of switches.
It's just not worth it. It's like "True Alchemy" but with less information, much higher skills required (the climbings and balancing), and extremely more chance of instant death.
