I think I solved the mystery. You may not have the correct, complete answer for the quest right now. The quest seems to require a total of 5 correct switches, however there are many more signposts then you have listed. And it seems that the ones that need correcting are randomly chosen each time.
As I found after coming back from a 2 hour movie, the signpost at Ricecake alley was still correct but then the one at the southern edge of Serpentine way was not. Also this time the signpost at Willow-Long was correct when I arrived. So I trekked around and located the other signposts and finally completed the quest. Two of the signposts not on your list I used to complete the quest, the others were correct on arrival. However if it's true that the signposts are chosen randomly each time they are likely needed.
Other signposts at: Pearwood Way - Where the branching St. to the river is Middle of Azure Promenade (unless this is the Eastern one you have listed) Long Street & Ming Lane Fish Market northeast corner

I can confirm this, It also appears to save after log outs and crashes as it took me a total of 3 logins to complete this quest. The fish market signpost is just on Hook street

Oh good...so it definitely carries over then? Its hard to find an unswitched signpost these days... I wish all of them would unswitch so that more people could do the quest at a time. Even hourly reboots doesn't cut it.

Note that a crash is not always the same as a re-boot. I have noticed that often things have not reset after a crash. only in the last few days, it crashed just after I had moved some items from one location to my inventory. After the crash the moved items stayed moved but my location had re-set to my last saved position I suspect that, depending on the type of crash, it saves out all the files and re-loads back to more or less exactly the same position after the re-boot
