The most north-western part on the park, you'll see a prophet and a bench. After listening to him for sometime he says "Every now and then I see something sparkling around this bench. However some days it isn't here..." After searching you'll find a large rusty key.
Anyone know what quest this is for? I had a quick look but couldn't find it.

Turns out you don't pick up the key when you search the bench  Prolly still disbled... |

I picked it up when I did "search bench". It is the key for the "Green Thumbed" quest.
Now...where can I find shears to trim the hedge? They aren't in the reeds and there does not appear to be an NPC named Yclept....

well green thumbed is back found the door used the key and got in, but for the life of me i can not locate the shears, tree trimmers from bp do not work

Green Thumbed (in which you found and revitalised a secret garden) You need the scythe from the Weapon Forger quest (Dinky). Go to the park in Djelibeybi and find Yclept, the head gardener. Get the shears from him, either by killing or stealing, then goto the NW corner of the park and "search bench" to find a key. Go one south and "search ivy" to find a secret door leading west. Go through it, "weed path", "trim hedges", then go north and "clean pond" and, while holding your scythe, "cut grass".

yclept only seems to regen each morning so don't get frustrated if you don't find him right after a crash/reboot

I got the shears from him at nighttime. don't know if he was just still hanging around or if he recently respawned, though.
