G'Day I noticed a wizard who was rejoicing over a stats raise said, "and now off to the imp for a new title" or something like that
What does the Imp do and what syntax to get him to do it?

It wasn't a stat raise. It was a guild level raise.
The Communications Imp gives pre-titles to wizards. The higher the guild level, the more titles become available.
The wizard just has to enter the room with the Imp and the Imp will do the rest.

Do I keep upping stats till I reach a level and he tells me I have a Title? Do I examine myself to see this title?

If you are a wizard, increase your primary skills to increase your guild level.
Visit the Imp. He wanders around Unseen University.
Use title to see the list of titles available to you.

title Your player title is currently not set. You can set your player title to one of Bearded, Burly, Fat, Gimlet-eyed, Miss, Mr, Mrs, Ms, Over-fed, Plump, Robust, Rotund, Stuffed, Thin and Tiny.
