Havent seen one of those since the big change last year, the quest is probably removed. But that's my opinion, i could very well be wrong

As nobody has updated this thread for ages, I thought (for the benefit of newer players), I'd do the honours.
Yes this quest is active (I've just done it)
The rat catcher can be found to the west of river ankh, somewhere amongst the dwarfs (logically). I've seen him twice - once was on Whale Bone Street (before I did the quest) and the second time (when doing the quest) on Gleam / Rime Street.
Once you find him you need to work out the correct syntax to hand over rattigan. Took me a while to get it right. The quest does not auto-complete when you find him.
The house with rattigan is found to the east of the armoury on god's collar.
I really enjoyed this quest, as it involved learning new skills (playing musical instrument) which in itself was entertaining and educational and opened up new aspects of the game, hunting down an NPC and then working out the correct syntax. Nice one whoever the cre was!
I assume that you can still also choose to drown rattigan if you want instead, but I have not tried that in order to get the quest

You need cr.mu.in.wi bonus of 115 , a recorder and a recorder primer. I played three blind mice, seemed appropriate. I also have 20 cr.poi don't know if thats appropriate but i guess you need some to play the recorder.
Its impossible at this level without the primer. for me its level 21.

I am a little behind you with this, level 14. And I was trying to learn the bongos!! On the other side of the screen, it all looks so easy.

I wasn't that scientific in how I skilled up, but my thinking was to up "theory" (so I could read music), "performance" so that they would follow me and then "wind" (no jokes pls) to be able to play the recorder. I ended up with varying levels between 21-30

I got it with around level 30 of cr.mu.in.wi and none of any of the others. Once I can play a 'droning tune' rats follow me.
I couldn't work out the syntax to turn him over to the catcher, so in the end I just drowned him (which works just as well).

Not sure if the skills needed has changed for this as the site says- There is a house on Contract Walk (Isle of Gods) with a bunch of rats and Rattigan. Get a recorder, flute, or panpipe, go back to Rattigan and successfully play it to let him follow you. Next either search for the rat catcher and "turn" Rattigan & company over to him, or drown Rattigan.
My skill in cr.mu.wi is Level 36 and a bonus of 138 with performance currently at Level 17 with 82 bonus, think the skills needed are now higher as I only get "You play some clashing notes on your panpipe." when I try.

I was able to do the quest with 10 levels in all of the cr.music skills (bonuses of 52 if you haven't rearranged yet). Used a recorder with the primer and just keep on playing the music on the first page of the primer until Rattigan follows you. No need to advance skills too high for this quest.

It's definitely easier to drown him. Just take him to the water somewhere, he will drown straight away. No need to weigh him down or anything like that.
