So, Maggie's doll.
The key is in the pitch black mirror above the Thieves guild - smash it with a hammer to get a 'small silver key' - it opens Maggie's house. She drops a fishing net, but there's no quest from just giving her the doll.
I've no idea what to do with the net.
There's also a nte in the tin box you get the doll from - it has a note about how Maggie should visit her gparents in the mine, soon.

In the well there is a frog that would appreciate some fishing out.
Also, the pond looks like a safe place for a frog to live.
No more clues than that.

Spoilers (Full Solution Below)
You need a hammer and some rope climbing skills(Probably the usual 25 for quests).
Go to the mansion in Mad Stoat(Thieves guild mansion) and go upstairs and 'break mirror with hammer'. Grab the key that falls on the ground. Take this to the east side of town and look in room descriptions for a burnt down store. Go east into the hidden exit then go east again and look at the floorboards. 'Pry board' to reveal a hole with a tin box. Get the box from the hole and get the doll from the box.
Take the doll to the northwest area of Mad Stoat where Maggie is standing by the duck pond and give her the doll. Grab the net she drops and go back to the east side of town and look for mention of a well in a room description. Crank the winch to get the bucket to lower, and 'climb rope'.
Once in the bottom of the well, look around for a frog and 'fish for frog with net'. I'm not sure but this almost looks to use a skillcheck as well, but I couldn't tell you what it is. Take the frog and 'climb rope' again to exit the well. Go back to the pond and 'release frog' to get the quest.

It gave a message about the frog almost jumping away but catching it in time. Maybe co.ma.sl? I hear that skill's all the rage for new quests these days (the Necropolis one, Basketcase (with the apple)...)

All those quest were coded by someone who used to be in the thieves guild, he just used his primary stats.

Climbing rope 16/79 isn't enough so the 25 levels is probably right. However, you can portal out of the well so that comes in handy.

mmmm...the frog always squirms out of the net. I have 10 levels in cra.hunting.fishing...but it doesn't work. ANy clues?

Its more likely to be sleight of hand than the fishing one, I did the quest and I dont have any levels in cr.hu.fi but I did have 60 odd levels in co.ma.sl

Just to confirm, it's definitely reliant on sleight of hand. The frog kept escaping so I taught meself a few levels of co.ma.sl to bring it up to 25 and it works fine.
