I don't know, but if i remember correctly you need some levels in crafts anyway for it, so you should probably have the command.

Hrmmm, may aswell get some to teach you the repair command then. I think I have about 25 levels or something and I've got the repair command and I managed to do it. Ask a hag ("who hags") to flyto you and teach it for convenience  |

Just to confirm, you do need the command 'repair' in order to fix the wheel.
I was taught it by a friend, journeyed to Lancre, where I met someone else waiting to do the quest. I said I would teach them the command if they promised to let me do the quest first. As soon as I taught them they ran off to try and do it first! I just beat them to it thankfully, the git.

56 carpentry bonus was enough for me to repair it in a few tries. Be sure to have some lancrastian money handy since repairing costs a bit.

You can learn the skill from the woodcutters in Bois. I think you only need 10 levels of cr.carpentry to get the command

I've done this quest before with past characters, but I created a new character and I cannot find the merchant with the broken cart. I've been over the road from OC to the Gloomy Forest a few times and I just don't see them anywhere. Did they move this? Does anyone have a specific location for where they are?
Edit: I found them at the west end of gloomy forest.

OC moved so they are now on the road between Gloomy Forest and Bleak prospects, or a room away from the west entrance to Gloomy.
There are a few achievements for killing trees/spiders, so you might not find them as someone might have killed them while hunting.
