Is there any way to continue the quest if you have killed some smugglers so the harbour mistress attacks you as soon as you ask for another job?

Just wait a few days and they will forget about your wrongdoings...

It takes more than a few days(did for me anyway), but yes, they do forget eventually.

The wait between jobs seems to be 2 hours. When I couldn't find Tfat, I gave the package back to the harbor mistress (or did it right away without looking for him) which seemed to restart the 2 hour wait with no problems. Going back after delivering the package and saying "job" may trigger the start of the 2 hour waiting time.
To do the winching, when the time comes, you need to push one button at a time. The official solution was unclear on this, and I thought that I needed to match up pairs of buttons (ie 1 1 and 10 3) to get it to move. I start with 1 1 and work my across down to 1 15, then down to 2 1 and across to 2 15 and so forth with each iteration of looking for the next button.
An example of the solution I had recently was something like: push 5 2 push 4 14 push 3 10 push 5 2 (THE SAME BUTTON CAN BE REPEATED) push 7 3 push (anyhing)
I use aliases after I get the first button to speed things up. At the end, the alias looked like: alias p push 5 2;push 4 14;push 3 10;push 5 2;push
Then I do "p 1 1" etc to work my way through.
You only need to find 5 buttons to completely raise the portcullis, but then it makes you press a 6th button to give you the quest, even though nothing happens to the portcullis when pressing it. 400K xp reward for a tedious though easy quest with no skill checks. I likes it!

Thanks for the list- I have so far done the job about 6 times and 4 of those times I have had to deliver to Tfat Chick. I will take pleasure in killing the girl once the quest is done

Tfat Chick is an Omnian preacher, I don't know how much he wanders around, but I found him in the northeaster part of Genua, a junction where Lachaise Road meets Dolmen Walk (and he moved SW further down Lachaise Road after I handed him the package).
At a junction of the ways on Lachaise Road, two large gates of wrought-iron on its western border mark one of the entrances to Genua's graveyard, but at this time they stand closed, great chains wrapped along their length to seal them shut. Acacia and willow trees crowd the iron railed fence that marks the boundary of Genua's graveyard to the west, whilst a small alleyway slinks away between tumbledown homesteads on the east side of the road, a strangely carved midhir near the alley entrance. It is a very hot secundus autumn's afternoon with almost no wind and a beautifully clear sky. There are three obvious exits: north, east and southwest. Tfat Chick is standing here.
Edit: Also caught him on tacticus road a second time, outside the Barracks, so he wanders randomly.
