Not as far as I know, I never even talked to the old guy though, I just went in and got my dragon and went out again. I wish you could tame the pure white birds though.

Goverek or Chyandour, but they haven't been coded yet, they just exist as locations. From Goverek, head east/northeast along the road until you come to a bridge. Don't cross the bridge, but follow the river southwards until you reach mountains. Thems the ones with the moon dragons. Otherwise, go southwest out of Pekan Ford, and then go south at the junction. Continue going south(a long way) and then west at the main road junction(not the one for the trail of squinty jebs) and follow the river south after you cross the bridge, that will get you to the mountains.
To Myster E : No, you don't have to feed them in order for them to stay.

to find a dragon, just keep wandering in the hills down there till you locate one, it may take a while but they are there.

There's a guy named Jack in Sto Lat who sells mushrooms for 75p apiece. I've tried them on dragons and they work like a charm! Try looking around Garlic Grove for him. ;D

After leaving Death's realm, head northwards. I've seen at least 5-10 moon dragons there every time before I reach the path.
