It has been a while since I have been on the Disc. Made my return today. Now can you TM language from fellow players?

Yes, you can, but not with tells the way you used to be able to.

You have to be speaking the language you want to TM, and the player you're TMing from has to be speaking it too. It uses up other.points(and TMs it nicely) everytime you hear something you don't understand. The player you're TMing from has to have the same or higher in ot.language.x.spoken as you for you to TM from them. They can also be up to 9 levels lower than you. So basically, You Player 30 21 to higher
This also means that you can have maxxed it to 90. And then you can -still- TM from someone whos at level 81, because they won't be speaking it perfectly, so there'll still be words you can't understand. I think there's a few people who managed to get spoken to 99 and 100 levels by doing this, but its pointless as it doesn't make you any better at it.
The same rules apply for written, where the person writing the book you're TMing from needs to write it in the right language obviously, and you need to have switched to that language to TM it.
