Is it possible to get the phonetically educated quest if you are djelian? Maybe as an agatean language quest?

In most cases, start point quests have been repeated for other start points. In principle therefore a similar quest should be available for Djb speakers. Don't know if it is or perhapse a different quest is provided not available to common speakers (or whatever they are called now!).
I would have thought 'Little Agates' would be a good place to start looking or other embasy buildings in AM?

The quest isn't available for Djelian speakers as far as I know, but there is an idea for a workaround.

I did this as a non-native with 77 levels of Djelian, the guy just gave me the textbook and told me I had finished and to return the book. I did and hey presto, quest complete.

I know non-natives with 90 levels doing this and now having above 90 levels and the quest. This quest is seriously bugged and needs a recoding IMHO.

You could always get over 90. Just take the fist lesson, tm spoken and written to 90 and then take the last two lessons.

Level 90 is not the max language level. 100 is. And it *is* possible to TM to level 100. No bugge.

Nope. A bug due to you now using any more gps once you reach level 90. The method of enrolling further is (ab)using a badly coded routine, the second is just buggy. Since no skill check (from level 90 on), so no possible TM...
At least if you define a bug as something unintended but still possible which gives the player an advantage.

I fail to see how it is a bug. It is available to everyone who enrolls in the school. The levels over 90 give no in-game advantages over someone with just 90 levels. It just gives the person the chance to get the quest xp for the quest, just like every other quest in the game they decided to reset.
It is easy to tm a language after level 90. Just group with someone whose language is in the 80s and share their tms. But you probably think that is a bug, too.

You can TM on your own over 90, in agatean at least, I've done it!

As far as I know Cheeky managed to TM to 100 in spoken Uberwaldean. I have one or two levels more than 90 in Djelian, too.

Hur hur. Just because it happens, it is no bug. Funny definition, so the Disc is bug-free at last! Cheerio!
PS: Though the argument about it giving no real advantage within the game is a point. Makes no difference of having 90 or 100 levels since you make no more errors reaching level 90.
