Need Fix command - What stats to get?

I am a Wizard and have just joined The Lodgers
I have a pair of Obsidian boots that I would like to "fix" in the smithy
around the "Neelas Storage" area

I have pushed my crafts.smithy stats to 10 and crafts.smithy.armour
to 18

I do not have the "Fix" command

What stats do I need to push to get it?

You need to get someone to teach you the 'fix' command. You should have enough levels, really.
