1. I think you missed a gap in the first word, I'd say your message would be more like:

PVMHE CUUCBXRMEDHE CIEHE XGIVMMRCGYEHE VQHE XIMWHE VIZOGDJHE OMHE PCIMHE CGEHE HEHE VQUHE OQMPIWHE

2. Words in piglatin that end in YAY are vowels. In your message those are words that end in EHE. So the unpiglatinised message would be more like:

MPV DCUUCBXRME CI XGIVMMRCGY QV WXIM JVIZOGD MO MPCI CG H UVQ WOQMPI

3. A cryptogram solver came up with this:

'oor', how does that work with Pig Latin?
Also, there're a ton of 'ror's. If a word starts with y, does the y count as a vowel?

Cryptograph solvers suggest it reads 'the event is a most fortituous situation we must respond in a few years' but that doesn't fit with o being a and r being y. Also it means most of the words with ror don't start with vowels.

I have no clue whatsoever, any help would be appreciated.

Um, translate it again perhaps? You're right the oor doesn't make any sense at all. It should be "ror" at least... Did you try running that cryptograph solver solution by the shadowy gentleman though, with pig latin added?

I've checked three or four times and I get the same 'oor' or 'eeh', the same pattern each time.

It might be a spelling thing, you spelled fortuitous wrong in your post, other than that it looks like they've switched around the piglatin for vowels and consonants, try this:
